I suspect it is because your computer is configured not to display any downloaded CHM files by default.
You may try the followings:
(a) Some Windows system may be configured to tag a downloaded CHM file as unsave and refuses to open it. May be your computer is configured this way. In this case, please unblock the downloaded file. (Right click on the file, and select "Unblock".) See Microsoft knowledge base http://support.microsoft.com/kb/902225/ for more information.
(b) Check that the CHM is on your local hard disk drive ("C:" drive), and not on a network drive. Many Windows installations do not trust any network drive, and will refuse to open CHM from the network drive.
(c) Please ensure you unzip the CHM to the drive before opening it. In recent versions of Windows, it is also possible to open the CHM directly in the downloaded zip file. To avoid uncertainties, it is suggested you do not use this method. Instead unzip the CHM to the hard disk first, and open the unzipped version.
(d) Please ensure you put the file in a tradition directory with a traditional name consisting of english characters only. Do not use a directory with path like "C#" or "C++" or any name that contains non-alpha characters. The Windows CHM viewer does not support these kind of directories. I suggest for testing, just put the file in the root of the hard disk.
