Because I have never used Oracle Application Express before, I cannot answer whether ChartDirector can work with Oracle Application Express or how.
However, I have supported people using ChartDirector in many development tools. The general rule is that if the development tool can support any one of the programming languages supported by ChartDirector (Java, .NET, ASP/COM/VB, PHP, Perl, Python, Ruby, ColdFusion, C++), or if it can integrate or coexists with a page written in one of these programming languages, then ChartDirector can work with it. You just need to use the edition of ChartDirector for that programming langauge.
