  Do we need another license...?

We develop an internal Asp.Net solution that uses Chart Director in places. We want some outside developers to do some work in our ASP.NET solution that would not involve Chart Director but the assembly files need to be in the website Bin directory for it to compile. do we need licenses for these developers?
